Is there any code review tools available in tandem? To review code written in tal,cobol etc.

The tools we use for this are BitBucket (Atlassian) and GitLab web servers as part of our code delivery process. You can use those fairly easily - and cheaply or free depending on your team size either Cloud or self-hosted, if your code is stored in git.
